In a move that has sparked controversy, the U.S. State Department launched an investigation into Harvard University's compliance with the government-run visa program for international students on July 23, 2025. The probe, which focuses on Harvard's sponsorship eligibility under the Exchange Visitor Program certification, also known as the J-1 visa program, follows a series of tensions between the university and the federal government.

The investigation was announced days after President Trump issued a proclamation titled "Enhancing National Security by Addressing Risks at Harvard University." The proclamation sought to restrict foreign students from enrolling in Harvard University or participating in an exchange visitor program hosted by the prestigious institution.

Secretary of State Marco Rubio has emphasised the importance of all sponsors of the program complying with all regulations to avoid undermining foreign policy objectives or compromising national security interests. He stated that the American people have the right to expect their universities to uphold national security, comply with the law, and provide safe environments for all students.

The university has strongly objected to the investigation, stating that it is an illegal retaliatory step taken by the Administration in violation of Harvard's First Amendment rights. Harvard continues to enroll and sponsor international scholars, researchers, and students, and will protect its international community and support them as they apply for U.S. visas and travel to campus this fall.

The current status is that the investigation is ongoing, with no resolution or public findings released yet. This probe comes amidst larger tensions between Harvard and the federal government, as the university previously rejected a list of demands from the administration's Task Force to Combat Anti-Semitism in April. In May, the Trump administration terminated Harvard's Student and Exchange Visitor Program certification, which led to the university suing. The rejection prompted the freezing of more than $2 billion in federal research grants to the university.

The New York Times first reported the existence of the State Department's investigation. The proclamation also noted that the Secretary of State could consider revoking visas of foreign nationals who currently attend Harvard on F, M, or J visas. It is unclear at this time what specific allegations, if any, have been made against Harvard. The investigation will ensure that State Department programs do not run contrary to the nation's interests, according to Rubio.
